AIIMS lends a helping hand to elderly dt : 04.07.2017

Institute ‘adopts’ 50 senior citizens from Narela to provide them free-of-cost treatment


In a first-of-its-kind initiative, the All India Institute of Medical Sciences (AIIMS) has adopted 50 elderly citizens from Narela to provide them with various healthcare facilities at the hospital.
The project has been introduced by the Department of Geriatric Medicine, AIIMS, in collaboration with NGO Healthy Aging India.
Emergency casesThe beneficiaries are either economically or physically challenged.
Prashun Chatterjee, assistant professor at the department, said AIIMS will provide medicines free of cost at the citizens’ doorstep, facilitate their treatment and also transport them to the institute in case of an emergency.
Health tips“The citizens will be given medicines free of cost and also sensitised about the benefits of exercising and a healthy diet,” he said, adding that the institute is looking at improving the quality of the lives of those adopted.
The initiative was taken after a study conducted by the department revealed that around 80% of those living in old age homes in the Capital did not have access to health facilities.
Around 1,200 inmates living in 20 old age homes and around 4,000 from the society were interviewed. Most of the residents were found to be suffering from multiple health problems like diabetes, hypertension and coronary artery disease, among others, which need long-term medicines and regular monitoring.
Common diseases
Age-related issues like falls, frailty, dementia and depression were also common among the respondents, said Dr. Chatterjee.
“Elderly abuse is on the rise and the cost of healthcare facilities has sky-rocketed. Through this programme, we want to tell people that adopting older citizens and taking care of their health and daily requirements are essential,” he added.
Recently, the department, in association with the NGO, organised an interactive session on “Active Ageing and Stress Management in Late Life” for senior citizens at Satyagrahy Auditorium at Gandhi Smriti and Darshan Samiti.
On the occasion, experts spoke about various old age-related ailments.

I, undersigned, on  behalf  of  Bharat  Pensioners  Samaj  the largest & the oldest Federation  of  Pensioners  Associations   with  over 7 lac  members through  its  Affiliates  &  Associates  which  includes large number of Railway  Pensioners,  regrets  to  bring to your notice  that  to  join  CSTE 10 digit  PPO  Nos  are required  whereas  several   zones  such  as  Central &  Northern  Railways  have  not so far issued  PPOS  with 10 Digit  Nos  to all  the Pensioners.
Moreover, as per existing  orders of  Ministry  of Finance, on N.Rly good number of pre 1990 pensioners have  been  issued  12  digit  No  PPOs. Central  Railway  till-date has neither  issued  12 digit nor 10 digit PPOs to all the pensioners resulting  in  denial  of  CSTE membership  through no  fault  of  the  pensioners.
Sir, Annexure-4.1 to CSTE  policy letter provides facility of Online mode of CTSE I Card application  and  issues through M/S UTIITSL online  application, the said annexure- 4.1 states that  Link  to  this application is provided at all railway  websites. Undersigned  regrets  to inform you that this link does not exist on any of the Railway websites.
2. Amount to be deposited to join CSTE :- The corrigendum dated 24.1.2017 provides contribution as per ward entitlement of the applicant.  In  railway  hospitals.  All  gazette  officers are  entitled  to  private  ward  but in referral hospitals  ward entitlement  is  as  per CGHS. CGHS revised ward entitlement vide MOH&FW GOI, OM No. S.11011/11/2016- CGHS (P)/EHS dated  9.1.2016 is based on entry level indexed pay as per the level in the 7th CPC pay matrix. It may  kindly be clarified  if same will be  applicable to  Rly  Pensioners  also
3. Sir, BPS, further strongly urge that till all Railway dispensaries are authorized to refer the beneficiaries to railway em-paneled hospitals and diagnostic centres, the proposed Scheme CSTE will not be of much help to the retirees even after shelling out additional amount to join CSTE. Your honour can very well appreciate the logistics of traveling to Railway hospitals for day-to-day treatment  due to old age ailments (as many of them are located at far off places in suburbs of metropolitan cities), is rather scary due to meager support system available to the old  pensioners. On this account, many retired employees are not in a position to avail RELHS facilities of Railways and they are forced to visit private hospitals and incur substantial  expenditure on their treatment out of their pocket.
Sir, I would like to convey thanks for your candid  and benevolent efforts for retired employees made  till now. A little more,as requested above, will go a long way in resolving health  care  issues  of Railway retirees on long term basis.

Sub:  Meeting of Committee on Allowances held  today remained inconclusive
Meeting of Committee on Allowances took place on 28th March, 2017, discussion on Allowances remained inconclusive. Issue of House Rent Allowance didn’t come up during meeting.
I met Cabinet Secretary/GOI & urged him for early resolution of pending demands of Railwaymen that includes NPS, early disbursal of Allowances of 7th Pay Commission, Increase in Minimum wages and fitment formula. Issue of MACP was also discussed and removal of the provision of benchmark ‘Very Good’ for MACP, which has been recommended from ‘Good’ to ‘Very Good’ by the 7th Pay Commission, has also been demanded. Though Cabinet Secretary has given positive assurance on our demands yet we need our rank and file to be prepared for persistent struggle. Next meeting of allowance committee on 05.04.2017.

Letter No. NFRPA/NJP/M/05/17 dt : 02.03.2017 from Bimalendu Chakraborty, Secretary (Railway Pension) Bharat Pensioner Samaj/Jaipaiguri, to General Manager (P) N. F. Railway, Maligaon Guwahati-11, Assam.
Sub :   Denial to grant Life Time Family Pension by the DPO/New Jalpaiguri to Miss Eshita Sengupta, un-married daughter of Late Ashitendu Sengupta, Retired OS under CMS/New Jalpaiguri, even after submission of application as per JPO.
Ref:  DPO/NJP’s Letter No.E/FS/Med/NJP Dated:01-03-2017 Etc.
Under painful circumstances, I beg to draw your kind attention to the above subject for favour of your immediate action please.
1. That, duly filled-in formats of application with necessary copies of document as per JPO were submitted by the above applicant on 06-02-2015 to the DPO/NJP.
2. That, the case was referred to SLWI for investigation, who took more than a year to return the case with his formal verification report, based on which the DPO/NJP forwarded the case to Associated Finance (ADFM/NJP) with SANCTION MEMORANDUM.
3. The ADFM/NJP returned the case with 10 (ten) Numbers of observations vide Check Note No.NJP/PN/POL/88/Pt.IV Dated:22-09-2016 (copy enclosed vide Annexure-‘A’).
4. After due compliance by the applicant, the case was resubmitted to the ADFM/NJP
5. That the ADFM/NJP further demanded some clarifications and correction of Indemnity Bond providing two sureties. This was complied with promptly and the case was further resubmitted by the party concerned on 02-02-2017(Copy enclosed vide Annexure ‘B’).
6. That, when it was expected that the case would be finalized, the DPO/NJP, quoting the letter of DFM/NJP vide No.NJP/PN/POL/88/Pt.IV Dated:07-02-2017 that, “Family Pension case of Miss Eshita Sengupta, daughter of Late Ashitendu Sengupta is returned unpassed due to Voter Identity Card in which the name is Ashit Sengupta in lieu of Ashitendu Sengupta”, asked her to comply
with the remark (copy enclosed vide ‘C’).
7. That, the applicant Miss Eshita Sengupta vide her reply dated:15-02-2017 drew attention of the  Competent  Authority that the name of her father was ASHITENDU SENGUPTA, which was mentioned in all of his Service documents including his Death Certificate as well as in the Death certificate of his wife and all F.S. papers (Copy enclosed vide Annexure ‘D’).
8. That, in her Voter Identity card the name of her father has partially been printed as ASHIT SENGUPTA omitting the portion “ENDU”. It would be a very strenuous and time taking job to rectify the said EPIC Card from the office of Election Commission. (Copy enclosed vide Annexure ‘E’)
9. That, the poor child has also executed an “Affidavit” in the Siliguri Court affirming and declaring that the name of her father is ASHITENDU SENGUPTA and somewhere it was written inadvertently as ASHIT SENGUPTA. (copy enclosed vide Annexure ‘F’).
10. That vide Letter No.E/FS/MED/NJP Dated :17-02-2017, the DPO/NJP once again pressed the applicant  that her, “Birth proof Certificate must have to be corrected” (Annexure vide ‘G’).
11. That, vide her application dated:28-02-2017 she also submitted a copy of Transfer Certificate issued by the Head Mistress, Siliguri Deshbandhu Vidyapith Girls High School, confirming her date of birth as 28-02-1980 and name of father as ASHITENDU SENGUPTA, etc. (copy enclosed vide Annexure ‘H’).
12. But, not satisfied with this reply, the DPO/NJP has further insisted, vide his letter No.E/FS/Med/NJP Dated:01-03-2017 on getting the Voter I/Card as well as Registration Certificate issued by WBBSE (a fresh addition), corrected as above. (copy enclosed vide Annexure ‘I’).
13. That, in the above letter he has mentioned that the certificate issued from Siliguri Municipal Corporation, the name of her father was mentioned as Late ASHIT SENGUPTA, which is a new revelation and not correct.
14. It may please also be noted that, within last 6 months the girl has been served with 4 (four) successive letters with objections after objections and she had to run from pillar to post for collection of data and preparation of reply.
15. That Sir, after due verification of the identity and other local information about the applicant, when the Sanction Memorandum was issued by the Competent Authority and after repeated compliance of all observations within this three years the applicant is almost denied of her legitimate claim on plea of some clerical mistake in one or two papers, though the authenticity of the case is beyond any question.
Under the circumstances, I, on behalf of my organization,  request your honour to kindly accord your valuable orders in granting Family Pension in favour of Miss Eshita Sengupta a helpless and hapless child of a deceased ex. Railway man.

Deplorable condition of Medical Services in N. F. Railway. : Dt : 20.02.2017

Letter No: SG/BPS/Rlymed/02/17 dt : 20.2.2017 from SC Maheshwari SG BPS to Suresh Prabhu Hon’ble Minister for Railways, GOI Rail Bhawan, New Delhi-01.
Sub:    Deplorable condition of Medical Services in N. F. Railway.
Undersigned is pained to draw your kind attention to the prevailing deplorable condition of Medical Services in N.F. Railway causing a great frustration and grave concern among the Railway pensioners availing Railway Medical facilities under RELHS.
1. Existing Railway Hospitals:
(a) Except the Maligaon Central Hospital, all other hospitals viz at DBRT, LMG, BPB, NBQ, NJP, KIR & NTSK need immediate Structural Renovation of both Outdoor and Indoor of Operation Theatres, Maternity wards, Cabins, Kitchens, Toilets, Watering and Sanitary system;
(b)  Doctors and Medical staff : These Hospitals are to serve a large number of patients, both serving and retired railwaymen and their family members. But, everywhere there is acute shortage of general physicians and specialists as well as trained medical staff;
(c) Dilapidated COTs with worn out and dirty beddings, blankets etc. are every day experience.
Hence, Bharat Pensioners Samaj demand that:
(i)  All the above Railway Hospitals be thoroughly RENOVATED. Damaged wash basins, latrine pans, commodes  be replaced and kept clean regularly;
(ii) Operation theatre, ICU, Eye clinics etc. to be provided with modern type of equipment;
(iii) BOS be updated, hospitals be provided with sufficient number of Regular Doctors and specialists (viz. concerning Diabetics, Orthopedics, ENT, Eye etc.);
(iv) All the Contractual Doctors be absorbed in Railway as permanent ones and given equal status as that of their regular Counterparts; and
(v) Bedsheets, blankets to be of good quality and usable.
2. Independent Health Units- (At MXN, MAL, COB, KGN, KNE etc.):- Most of the said Health Units isolately situated at long distances apart from Railway Hospitals are suffering from shortage of Doctors, Medical staff, Medicines and even inadequate Imprest Money.
Bharat Pensioners Samaj ( Federation of Pensioners Associations), therefore, demand that:-
(i)  All the said Health Units be upgraded to have permanent physicians, housed nearest to the same.
(ii) Each Health Unit to have at least 2 beds for Emergency treatment.
(iii) Regular supply of Medicines to be ensured and Imprest Money to be increased judicially, keeping pace with the Market Ratesof medicines.
(iv) Every Health unit should have one Ambulance.
3. Supply of Medicines, Imprest Money and Local purchase:- The process of procurement of Medicines by the Central office and subsequent supply of the same, as per requisition, to the different Hospitals seems to be cumbersome and lengthy. Right medicines are not available at the right times. On the other hand it appear that hands of CMS are tied up with stringent restrictions.
Bharat Pensioners Samaj (Federation of Pensioners Associations) therefore , demand that:-
(a) There should be continuous flow of supply of Medicines from the Central Hospitals to the other Hospitals as per Requisition within the shortest period of time; and
(b) Power of local purchase to be relaxed. Amount of Imprest Money to be increased rationally to cope up with the local needs.
4. A full-fledged Hospital at Agartala:- We are happy to observe that the N. F. Railway has been extended to Agartala and then to Udaypur in the State of Tripura.
It is also known to all that hundreds of Railwaymen, after their retirement, have settled in different part the State. But, Railway Administration has not yet considered to provide Medical Assistance even to the serving Employees in these parts.
Bharat Pensioners Samaj , therefore, demand setting up of a full fledged Hospital at Agartala and Health Unit at Dharma Nagar.
5. Health Books to RELHS Card Holders: The CMS/NJP, vide his Notification dated 15-12-2016 asked the,“Retired Railway Beneficiaries” to furnish copies of some “Documents” such as PPO, RELHS Card, Pension Payment Slip from Bank, etc. with a view to issue separate “Health Books”  to each eligible member. Similar Health Books are being issued in Eastern Railway and seemed to be very much helpful. Bharat Pensioners Samaj, request that, the above practices be regulated from the Head Quarters and the said Books issued to all the RELHS Card Holders of entire N. F. Railway.
6. Tie-up with Private Hospitals in case of Emergency:- As most of the existing Railway Hospitals do not have sufficient infrastructural facilities, specialist and Doctors have to face many problems in  Emergent situations. To overcome this,TIE-UP with some nearby Private Hospitals of Repute may be done and this process be continued with minimum period of “Break”.
To keep off Monopolization and misuse of condition of Contract, “Tie-Up” should be made with more than one of such Private Hospitals.
7.Cashless Treatment Scheme In Emergency (CTSE): The Railway Board, vide their Letter No. 2014/H/28/1/Smart Card/Part’A’ Dated:14-07-2016, have circulated the said “Scheme” for Phase wise implementation.
It is claimed that, “the underlying Philosophy that the scheme is to give social security to the elderly group of people who had served Railways in their youth.” That the scheme will “Works Seamlessly on pan India basis” as “Additional”, without curtailing the existing facilities eligible for RELHS beneficiaries.
All these are very good gestures. But, to charge Additional FEES of Rs.50,000/-, 25,000/- or 10,000/- according to entitlement and Rs.10,000/-, 5000/- or 2000/- as instantaneous DEPOSIT to the empanelled Hospital at the time of conditional Admission, as well as, to pay a sum of Rs.200/- per members for CTSE Card, will not at all make the scheme attractive for RELHS Card- holders, who have already paid their one month’s emoluments or double of last basic Pension for the same.
Cashless to be cash free:
It is also most unfortunate that before circulation of the scheme, none of the Railway Pensioners’ Associations including “BHARAT PENSIONERS SAMAJ” was consulted.
Bharat Pensioners Samaj, demand that the ex-parte decision on CTSE be reviewed and finalized after holding a thorough discussion with  Bharat Pensioners’ Samaj and other sister  organizations.

Subject: – Implementation of Govt’s decisions on the recommendations of the Seventh Central Pay Commission-Revision of pension of pre-2016 pensioners/family pensioners, etc.
Reference: – (i) GOI, Deptt. of P&PW O.M. No. 38/37/2016-P&PW(A), dt. 6th July, 2017.
(ii) This office important circular no. C-164, bearing no.G1/C/0199/Vol-I/Tech, dated 30th May 2017.
GoI, Ministry of Personnel, Public Grievance and Pensions, Department of Pension & Pensioners’ Welfare has issued a CONCORDANCE TABLE vide O.M. No. 38/37/2016-P&PW(A), dated 6th July, 2017 for revision of pension of pre-2006 pensioners/family pensioners based on notional pay fixed as on 01.01.2016. A copy of the same has been uploaded on this office website www.pcdapension.nic.in for easy accessibility of all concerned. This table should be used to arrive at notional basic pay in the pay matrix of 7th CPC.
2. Reference of this office DO letter of even no. dt. 02/06/2017 is also invited, under which it was requested to all HODs that a Nodal Officer may be nominated who can be contacted for expediting the process and resolving any issue which is encountered. Details such as telephone number, mobile no., email –id etc. may kindly be intimated immediately if not already done, by email to gograntonecivil.dad[at]hub.nic.in.
3 Reference may kindly be made to this office circular no. C-164 dated 30.05.2017 wherein methodology for revision of pension consequent upon issue of GOI, DP&PW OM No. 38/37/2016-P&PW(A), dated 12.05.2017 was conveyed. Several queries in form of letter, email, phone calls are being received for clarification of certain provisions of the ibid circular. It has been decided, therefore to circulate such clarification through this circular. Hence, topic wise clarifications are appended below:-1
a). HOO Code:
(i) At Para 20 of the circular C-164 dated 30.05.2017, it was mentioned that HOO code shall to be obtained by sending email to pcdapedp.cgda@nic.in in the prescribed proforma duly signed by Head of Office (HOO) and Head of Department (HOD). It has been seen that request for HOO code allotment is being received in this office in very sparse manner. Since, this code is mandatory for preparation of LPC-cum- Datasheet and also for transmission of PPOs to Head of Offices, it is requested to impress upon the Head of Offices functioning under your jurisdiction to kindly forward the request for allotment of HOO code immediately in prescribed manner. It is worthwhile to mention here that the term ‘Head of Department’ refer to organization such as OFB, AOC, ENG., DRDO, AF, Navy, DAD, Coast Guard etc. and Head of Office indicates the Unit (say a Factories under OFB, a laboratories under DRDO etc.) which are required to send claim for pension sanction/revision to this office. It is also planned to soon modify existing LPC-cum- Datasheet which is presently being used for processing regular pension claims for other types of pension including superannuation etc. Therefore, timely allotment of HOO Code will avoid any delay in preparation of pension claims.
(ii) It may be kept in mind while filling HOO registration form that column ORGANISATION should be filled with organisation code(as being filled in 1st column of existing LPCs) of HOD. For example if HOD is Factory organisation then ORGANISATION Column shall be filled as : 01.
(iii) It has been observed that in some cases HOO Code has been allotted, but the same isshowing error while filling LPC-cum- Datasheet through Utility because the leading zero is dropped and then the code consists of 5 digits only. The utility has been updated and the revised version of the utility is now available on this office website www.pcdapension.nic.in .
b) LPC-CUM-DATA SHEET
(i). HOO Name (Column2):- It has also been observed that in the field of ‘HOO Name’ name of officer holding that appointment is mentioned. In this regard, attention is invited to filling instructions of Column 2 which mentions clearly that the column will be filled with ‘office name’ of the pensioners. For example if Govt. employee retired from HQ CWE SHIMLA HILLS JUTGAON CANTT SHIMLA, this column shall be filled as HQ CWE SHIMLA. In no case, name of the officer who is Head of the Unit or appointed to act as HOO under Delegation of Financial Power Rules 1976 should be mentioned.
(ii) In the field of PPO no., slashes ‘/’ are also being indicated. While it is clearly mentioned in filling instruction that PPO no. should be filled without slashes. For example if PPO no. is C/MISC/10250/2016, it should be filled as CMISC102502016 .
(iii) Date of Birth, Date of Appointment and Date of Retirement should be filled in (MMDDYYYY) format. For example if Date of Birth is 5th February 1950 it shall be filled as 02/05/1950. Alternatively calendar facility provided in the utility may be used.
(iv) It has been observed that pay scale at the time of retirement is not being filled in the corresponding column as provision mentioned under the caption “ PAY DETAILS”. For example: if, Govt. employee retired under 4th CPC in Pay scales 5900-200-7300 with last pay drawn 6100/- all columns from 4th CPC Pay Scale and onward should be filled properly. 
(v) Basic Pension as on01.01.2016 (Column 29) It has been observed that in some cases this column is filled with 50% of notional pay as on 01.01.2016, which is not correct. Filling instruction in this regard is very clear, this column is meant to reflect basic pension as on 01/01/2016 as per pre-revised scale of 6th CPC. In other words pensionary entitlement under 6th CPC should be multiplied by 2.57 and this results need to be reflected in this column.
(vi) Name of PDA (Column 45) : As per filling instructions if PDA is Bank (Code-9), then filling of Column no. 45 to 51 i.e. PDA Station, Name of Bank, Bank Account no., IFSC code of Paying Branch and BSR Code of CPPC must not be left blank.
c) Vetting of Data Sheet
(i). At Para 20 of the circular C-164 dated 30.05.2017, it was mentioned that in the annexed proforma of LPC-Cum-Data Sheet, the claim will be forwarded along with all concerned documents by the H.O.O/H.O.D to PCDA (Pension) Allahabad after getting it vetted from PAO/LAO attached. In this connection it is clarified that it is not necessary to get LPC-cum- Datasheet vetted by both authority i.e by PAO and LAO. Any one of the two may vet the LPC-cum- Datasheet before forwarding to this office.
4. In view of the foregoing, Head of Departments are requested to issue suitable instructions (along with copy of this circular) to all the Head of Offices under their administrative control to ensure that claims on the subject matter are floated in accordance with clarification given in above Paras without delay. It is further requested that HOD’s may evolve suitable mechanism to monitor progress in forwarding of LPC-cum-Data Sheet by their sub -offices functioning as on Head of Office.

Annexure to Ministry of Finance, Department of Expenditure

In supersession of Department of Expenditure’s O.M. No. 19030/3/2008-E.IV dated 23.09.2008, in respect of Travelling Allowance the following provisions will be applicable with effect from 01.07.2017 :

4. T.A. Entitlement of Retiring Employees


TA on Retirement includes 4 components : –

(i) Travel entitlement for self and family (ii) Composite Transfer and packing grant (CTG) (iii) Reimbursement of charges on transportation of personal effects (iv) Reimbursement of charges on transportation of conveyance.


(i) Travel Entitlements

Travel entitlements as prescribed for tour/transfer in Para 2 above, except for International Travel, will be applicable in case of journeys on retirement. The general conditions of admissibility prescribed in S.R.147 will, however, continue to be applicable.


(ii)Composite Transfer Grant(CTG)


a.The Composite Transfer Grant shall be paid at the rate of 80% of the last month’s basic pay in case of those employees, who on retirement , settled down at places other than last station(s) of their duty located at a distance of or more than 20 km. However, in case of settlement to and from the Island territories of Andaman, Nicobar & Lakshadweep, CTG shall be paid at the rate of 100% of last month’s basic pay. Further, NPA and MSP shall not be included as part of basic pay while determining entitlement for CTG. The transfer incidentals and road mileage for journeys between the residence and the railway station/bus stand, etc., at the old and new station, are already subsumed in the composite transfer grant and will not be separately admissible.

b.As in the case of serving employees, Government servants who, on retirement, settle at the last station of duty itself or within a distance of less than 20 kms may be paid one third of the CTG subject to the condition that a change of residence is actually involved.

(iii) Transportation of Personal Effects :- Same as Para 3(iii) above.

(iv) Transportation of Conveyance :- Same as Para 3(iv) above.

The general conditions of admissibility of TA on Retirement as prescribed in S.R. 147 will, however, continue to be applicable.
